Contracting agencies are responsible for administrating the supplier’s Aboriginal Participation Plans and Aboriginal Participation Reports.Supplier requirements

Aboriginal Participation Plans

Aboriginal Participation Plans are part of the tender response and approved by the contracting agency. The requirements of the approved plan are to be entered in the Aboriginal Participation Portal and reported against as per the policy reporting requirements.

At a minimum, Aboriginal Participation Plans must include:

  • Project details
  • Contracting Agency
  • Project category
  • Estimated project spend, exclusions, percentage and dollar value of project spend allocated to Aboriginal participation
  • Distribution of Aboriginal participation to eligible spend - employment, engagement of Aboriginal owned businesses, education and training, and engagement and consultation.

The APIC Participation Plan template provides an outline of requirements to guide suppliers in developing their plan.

Suppliers must provide an Aboriginal Participation Plan specific to each project and report:

  • monthly on progress towards the requirements in the Aboriginal Participation Plan for projects valued over $10 million
  • quarterly on progress towards the requirements in the Aboriginal Participation Plan for projects valued up to $10 million.

Ongoing Reporting

Suppliers must provide progress reports against the contract’s Aboriginal Participation Plan through the Aboriginal Participation Portal.

Final Aboriginal Participation Reports
A final Aboriginal Participation Report must be provided by suppliers through the Aboriginal Participation Portal at the completion of the construction project and identify if Aboriginal participation requirements were met.

The Aboriginal Participation Portal
As of 1 July 2018 the system of manually completing Aboriginal Participation Plan and Reports, scanning and emailing them to the contracting agency has been replaced by the Aboriginal Participation Portal. The portal is the central point for digital reporting by suppliers against each contract’s Aboriginal participation requirements. Data gathered from Aboriginal Participation Plans, progress reports and the Aboriginal Participation Reports may be published and will assist agencies and NSW Government in monitoring compliance with the policy requirements, and the reporting on the effectiveness of the policy and outcomes.
